On March 14, 2025, the International Scientific and Practical Conference "Russia’s Religious Policy as a Weapon of Hybrid Warfare: Implementation Directions and Counteraction Mechanisms" was held at Taras Shevchenko National University of Kyiv. The event brought together Ukrainian scholars, experts, human rights defenders, representatives of religious organizations, media, and government bodies, as well as guests from the United States, the United Kingdom, the Netherlands, France, and Belgium. The conference was organized by the Research Institute of Ukrainian Studies of Taras Shevchenko National University of Kyiv, the Office of the Prosecutor General of Ukraine, the Secretariat of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights, the State Service of Ukraine for Ethnopolitics and Freedom of Conscience, the Department of Religious Studies of the H.S. Skovoroda Institute of Philosophy of the National Academy of Sciences of Ukraine, among others.

The conference participants discussed the general theme in four sessions covering the following key topics:

"Legal Challenges and Strategies for Counteracting Russia’s Religious Policy in Hybrid Warfare";

"The Russian Orthodox Church Abroad: A Network of Churches and Centers for Spreading Russian Propaganda and Destructive Influence";

"Destructive Activities of the Russian Orthodox Church and Its Satellites in Ukraine" "Non-Orthodox Denominations in Russia as Part of the ‘Russian World’ Doctrine: Causes, Motives, and Consequences".

As a result of the discussions, the participants of the International Scientific and Practical Conference "Russia’s Religious Policy as a Weapon of Hybrid Warfare: Implementation Directions and Counteraction Mechanisms" adopted a draft resolution, which will be finalized in accordance with the participants’ proposals.
