On March 18, 2025, a meeting was held in Kyiv at the premises of the State Service of Ukraine for Ethnopolitics and Freedom of Conscience (DESS) between members of the Ukrainian Council of Churches and Religious Organizations (UCCRO) and the Head of DESS, Viktor Yelenskyi.

Head of DESS V. Yelenskyi informed representatives of churches and religious organizations about the implementation status of the Resolution of the Cabinet of Ministers of Ukraine No. 76 of January 27, 2023, "Certain Issues Regarding the Implementation of the Provisions of the Law of Ukraine 'On Mobilization Preparation and Mobilization' on the Reservation of Conscripts for the Period of Mobilization and Wartime," specifically in the context of clergy reservation. He also answered questions from the participants.

During the meeting, the parties discussed several issues related to the international activities of religious organizations and the procedure for crossing the border by religious representatives for religious and humanitarian purposes. Additionally, participants addressed certain aspects of believers’ right to freedom of religion, particularly in the context of Article 35, Part Four, of the Constitution of Ukraine, as well as possible additional requirements for the state accreditation of theological educational institutions.

The meeting with UCCRO was also attended by the First Deputy Head of DESS, Viktor Voynalovych, and other DESS officials.
