On October 19, 2026, a draft resolution on the establishment of Bible Day in Ukraine (without designating it as a public holiday) was submitted to the Verkhovna Rada of Ukraine (registration No. 16166).
The draft resolution was initiated by 16 Members of Parliament representing various parliamentary factions and groups, including S. Rudyk, M. Poturaiev, H. Mazurashu, M. Kniazhytskyi, V. Myalyk, O. Vasiuk, I. Konstankevych, Yu. Sirko, and others.
The explanatory note accompanying the draft resolution states that "in order to raise the level of culture and public morality, particularly among children and young people, it is proposed to observe Bible Day nationwide on October 31."
According to the authors of the draft resolution, the Bible is a fundamental cornerstone of Ukrainian civilization that has shaped the moral values of the Ukrainian people. Therefore, establishing this commemorative day would contribute to the development of civil society.
October 31 was proposed as the date for the observance because the first complete translation of the Bible into modern literary Ukrainian, produced by P. Kulish, I. Nechui-Levytskyi, and I. Puliui, was published on October 31, 1903.
The draft resolution provides for the following measures:
- Establish Bible Day in Ukraine, to be observed annually on October 31 without designating it as a public holiday;
- Recommend that the Cabinet of Ministers of Ukraine, within one month of the adoption of the resolution, establish an organizing committee to prepare and coordinate events marking Bible Day, involving representatives of relevant ministries, the Ukrainian Council of Churches and Religious Organizations (UCCRO), scholars, and members of the public;
- Develop and approve a national action plan for celebrating this occasion, including cultural, educational, academic, and informational programs;
- Recommend that the Ministry of Education and Science of Ukraine organize thematic educational sessions, lectures, and roundtable discussions in educational institutions devoted to the history of Bible translation into Ukrainian and its influence on Ukrainian literature and legal culture, and promote research on this topic within the framework of the Junior Academy of Sciences of Ukraine;
- Recommend that the Ministry of Culture and Strategic Communications of Ukraine organize thematic exhibitions in libraries, museums, and art galleries featuring early printed books, modern editions of the Bible, historical documents, and illustrations;
- Instruct the State Committee for Television and Radio Broadcasting of Ukraine to ensure extensive media coverage of events held to mark Bible Day, as well as the broadcasting of thematic educational and documentary films and programs;
- Recommend that the National Bank of Ukraine mint and issue a commemorative coin dedicated to Bible Day and Ukrainian translators of the Holy Scriptures, and that Ukrposhta JSC issue and put into circulation a postage stamp and an illustrated stamped envelope dedicated to Bible Day;
- Assign oversight of the implementation of the resolution to the Verkhovna Rada Committee on Humanitarian and Information Policy.
As stated in the explanatory note, the purpose of the draft resolution is to strengthen the moral foundations of Ukrainian society, promote nationwide respect for the Bible as part of the country's spiritual and cultural heritage, and encourage young people to study the history of religion and literature.
It should also be recalled that a draft resolution on the Spiritual Anthem of Ukraine was submitted to the Verkhovna Rada of Ukraine in July of this year.
